A women-owned business enterprise (WBE) is an American term defined as a business that is at least 51% owned, operated, and controlled daily by one or more (in combination) female American citizens. WBEs are usually certified by a third party, city, state or federal agent.

There are several organizations that third parties certify women nationally including: the US Women's Business Chamber, the National Women Enterprise Enterprise (WBENC) and the National Women Business Owners Company.

According to the Responsive Political Center, the federal government of the United States gives $ 25.4 billion in federal contracts for women-owned businesses in 2017, this is 5 percent of the total budget in the fiscal year. This is up from 3.25 percent of contracts in fiscal year 2008.
